A bit late I know but just to add to this.

Engine Anti Ice is used when the OAT is at or below 10 degrees and there is visible moisture i.e cloud, rain, fog, snow etc. Its generally a good idea to use it when decending if you anticipate icing conditions upon arrival (I assume this is a workload thing and you dont want to forget if you fly into icing conditions when approaching the FAF or something).

Wing Anti Ice is a bit tricky in the Sim as ice build up on the flight surfaces isnt really modelled very well, if at all AFAIK. WAI is used to remove the build up of Ice on the flight surfaces using a variety of different techniques like hot wiring or bleed air diversion to melt it or even a pneumatic rubber cusion which breaks the ice off. Dont ask me which one is used on the Airbus though! WAI will be selected on if there is a visible build up of ice on the windshield or the windshield wipers or you anticipate ice build up on the flight surfaces i.e. heavy snow fall.

Im not a real world pilot but i've used this basis in cold weather ops in the past so I hope you find this useful.

Now seems to be a good time to update this topic since winter seems to have arrived early in northern Europe.  This information is good for all, but particularly for users of the FSL A319 and soon, the updated A320.

These are two videos by the respected former pilot Blackbox 711 and fully explain how and when to use wing and engine anti-ice procedures.
